An essay on the novel Frankenstein Essay The novel Frankenstein is as relevant and terrifying today as it was when it was first published At the time that Mary Shelly wrote the book Frankenstein the idea of creating and bringing people back to life using electricity was a prominent idea in science. She was also reading Emile by a famous French philosopher Rousseau where he argues that mans nature is harmless but is made evil by society. These ideas help to influence her novel and contribute to the key themes. When Mary Shelly was young her mother died and this ties in with the character of Victor whose mother also dies from giving birth to his brother William, who is later murdered by the creature, (Mary Shelly also had a son called William who died at the age of 3). Mary Shellys first child died twelve days after she was born, she had a dream that her child had come back to life she wrote Dream that my little baby came to life again that it had only been cold and that we rubbed it by the fire and it lived I awake and find no baby I think about the little thing all day this tragedy is reflected in Frankenstein with the idea of bringing the dead back to life. Mary Shelly uses Waltons letters to his sister to tell the story from his point of view and that of Victor and the creature. The book starts with Walton writing letters to his sister. Walton then encounters Victor Frankenstein when his ship can go no further north because it is stuck in the ice; Victor Frankenstein has been traveling across the ice following the creature and is ill because of the cold. Robert Walton takes him aboard his ship where Victor Frankenstein tells him the story of creating the creature. Victor tells him about his childhood in Geneva which he spent with his cousin Elizabeth. Victor went to the University of Ingolstadt. While he was there he became obsessed with the idea of bringing people back to life. Victor thinks he has found the secret of life and puts together a human being from bits of other dead people. It was a dreary night in November when he finally brings the creature to life. He looks at the repulsive thing that he has created and it horrifies him. He tries to sleep but is disturbed by dreams of his mother and Elizabeth I held the corpse of my dead mother in my arms, he wakes up to see the creature standing over him. Mary Shelly is increasing the tension and making the reader more involved. He escaped into the streets of Igolstadt and runs into his friend Clerval, who had come to study at the university. Victor takes his friend back to his apartment, but he finds that the creature is no longer there. He then becomes ill from a fever; the sickness is a sign that he has realized the horror of what he has done. Before he returns to Geneva he receives a letter from his father telling him his brother William has been murdered. Victor hurries home and when he was passing through the woods where William was murdered, he catches sight of the creature and is convinced the creature killed him, Mary Shelly is increasing the horror with each event as the story unfolds. Victor took a holiday in the mountains to try and ease his grief for his brother. While he is alone one day, crossing a glacier, the creature approaches him. The creature then tells Victor what has happened to him he describes running away from Igolstadt after he was assaulted by the towns people, and how he hid away in forests where he discovered fire. He discovers a small shed where he spends some time as he is sheltered from the rain; there is a small peep hole where he can look in to a family house this is where he learns to speak as there is a foreigner in the house who the family is teaching to speak their language. The creature asks Victor to create another creature for him to be his companion. Victor agrees but later after he has started he destroys the second creature so the creature tells him he will be there on Victors wedding night. On his return to Geneva Victor marries Elizabeth. He fears what the creature said to him and that he will kill him. To be careful he sends Elizabeth away to wait for him. While he waits for the creature, he hears Elizabeth scream and Victor realizes that the creature had been hinting at killing his new wife. Victor returns home and his father dies of sorrow shortly after. Victor says that he will devote the rest of his life to finding the creature and getting his revenge. Victor tracks the creature northwards and it becomes icy. Victor almost catches up with the creature, but the ice breaks and Victor cannot reach the creature. Victor dies shortly after he finishes telling his story. Walton then tells the remainder of the story in letters written to his sister. When Walton returns, several days later, to the room in which the body lies he is shocked to see the creature weeping over Victor. The creature tells Walton about his suffering. He then says that now his creator has died he can end his own torment. The creature then walks off for the northernmost ice to die. In chapter 5 Shelly describes how the monster comes to life and how Frankenstein has a nervous breakdown. He had spent two years working on the creature and it turned out to be an abomination in his eyes. Shelly tries to terrify the reader by using some very strong emotive words with an anxiety that almost lead to agony, she makes the creature look as grotesque as possible His yellow skin barely covered the work of muscles and arteries beneath she also writes his watery eyes, that seemed almost the same as the dun white sockets. Victor never refers to the creature as a human; he refers to it as a wretch, monster, creature and demonical corpse, this helps to show how Victor rejects the creature as soon as he has brought it to life just because of the way it looks, this is how the creature is treated by society through out the rest of the novel, he is seen as a monster and is rejected by society. These make the creature seem repulsive and grotesque, the thoughts of this creature would have terrified readers when it was first published but I do not think that it has the same effect on readers today. Far worse things are viewed in many places for example on the internet, television or in newspapers although something which had an appearance like the creature would probably still be rejected by society today and would still be considered horrifying.

Garrisonians supported the idea of disunion. Disunion would have relieved the North of responsibility for the sin of slavery. It would have also ended the North's obligation to enforce the fugitive slave law, and encourage a greater exodus of fugitive slaves from the South. (161,162 Perry) Douglass did not support this idea because it would not result in the complete abolition of slavery. Blacks deserved just as much freedom as whites. He believed that the South had committed treason, and the Union must rebel by force if necessary. Astonished by Garrison's thoughts, Douglass realized that abolition was truly a war between whites. Brief History of Library Automation: 1930-1996 An automated library is one where a computer system is used to manage one or several of the library's key functions such as acquisitions, serials control, cataloging, circulation and the public access catalog. When exploring the history of library automation, it is possible to return to past centuries when visionaries well before the computer age created devices to assist with their book lending systems. Even as far back as 1588, the invention of the French "Book Wheel" allowed scholars to rotate between books by stepping on a pedal that turned a book table. Another interesting example was the "Book Indicator", developed by Albert Cotgreave in 1863. It housed miniature books to represent books in the library's collection. The miniature books were part of a design that made it possible to determine if a book was in, out or overdue. These and many more examples of early ingenuity in library systems exist, however, this paper will focus on the more recent computer automation beginning in the early twentieth century. The Beginnings of Library Automation: 1930-1960 It could be said that library automation development began in the 1930's when punch card equipment was implemented for use in library circulation and acquisitions. During the 30's and early 40's progress on computer systems was slow which is not surprising, given the Depression and World War II. In 1945, Vannevar Bush envisioned an automated system that would store information, including books, personal records and articles. Bush(1945) wrote about a hypothetical "memex" system which he described as a mechanical library that would allow a user to view stored information from several different access points and look at several items simultaneously. His ideas are well known as the basis for hypertext and mputers for their operations. The first appeared at MIT, in 1957, with the development of COMIT, managing linguistic computations, natural language and the ability to search for a particular string of information. Librarians then moved beyond a vision or idea for the use of computers, given the technology, they were able make great advances in the use of computers for library systems. This lead to an explosion of library automation in the 60's and 70's. Library Automation Officially is Underway: 1960-1980 The advancement of technology lead to increases in the use of computers in libraries. Raphael Lemkin

The Raphael Lemkin Award of the Institute for the Study of Genocide honors a pioneer in social justice. Raphael Lemkin, an attorney descended from Polish Jews, lived from 1900-1959 through two world wars and the Great Depression. Born in Imperial Russia before the October Revolution, he saw his related ethnic groups suffer atrocities in the early 20th century. This added later to his interest in the larger problem of genocide, a word he created from genos (Greek: race) and –cide (Latin: killing). During his graduate law education, he focused on the 1915 Armenian Genocide (ch. 1) of WWI and advocated its abolition in the League of Nations. He took on the case of Soghomon Tehlirian, assassin of a former Turkish Minister of the Interior as revenge for his role in the Armenian Genocide. Lemkin moved on to champion victims of the 1933 massacre of Christian Assyrians by Iraqis and then advocated for the minorities targeted by Nazis in Europe (ch. 2), especially Jews and the Poles. Joining the Polish Army, he himself lost 49 relatives in the Holocaust. His studies and his life experiences drove him on. It was difficult to convince America, other Allies, and the world that a Holocaust was actually occurring (ch. 3), partly due to anti-Semitism in many regions. Additionally, major nations were concentrating to fight back the Nazis and the Japanese in two theaters, with little notice at first of the plight of the Jews and the ghetto Poles. Knowing that this was all fact, Lemkin campaigned to educate the world about mass murder by naming it genocide and giving it the darkest personality. In 1944, he published Axis Rule in Occupied Europe, with his definition of this atrocity and continued to advocate his case against it publically. He spoke and wrote documents calling for the world to outlaw it through the United Nations. After his 1944 publication, he was able to become advisor to the US Supreme Court in the Nuremburg trials in which genocide was tried for two years. American policymakers did not wish to speak out against genocide or have responsibility for leading a movement against it. A large-scale military strike would — and did — cost many lives, dollars, and criticisms. It required a national commitment to Jews long-term and the related criticism. Lemkin continually spoke about genocide, finally bringing about the 1948 U.N. Convention on the Prevention and Punishment of the Crime of Genocide in 1948 (ch. 4), in the same year that Israel became a nation. Unfortunately, Lemkin's last years suffered much opposition from policymakers who did not want to continue efforts against genocide. However, Senator William Proxmire and President Ronald Reagan provided additional impetus some time later for the successful ratification of Lemkin’s Genocide Convention (ch. 5). Lemkin had been nominated for the Nobel Peace Prize, awarded other honors, and accomplished much. Thus, he likely believed that justice would finally win out over genocide in the second half of the 20th century, spurred on by the foundation of his accumulated actions and their results. Specific question were asked in order to determine patient’s susceptibility to chronic pain and injury. Patient’s exposure to hazards has been determined is minimal considering that the bed bound woman is a non-smoker (Marcum et al., 2010). In this case, the student nurse has decided to prescribe 50-50 Paraffin cream. As part of the medication assessment in the prescribing event, the student asked patient for allergies. However, no allergies were mentioned by client at that point. Other aspects of considering patient’s holistic needs included clinical investigations and physical examination. The student measured patient’s temperature and took a swab for microbiological analysis (Bradley et al., 2007). The physical examination involved careful physical assessment of the wound and wo und’s area. Decision Making and Actions Taken P. and Tissue Viability Nurse referral has not been indicated because the student nurse has confirmed that the diagnosis is clear and does not need referral. This means that there are no any severe aspects related to patient’s diagnosis. In the decision making process of the student district nurse, certain considerations have been made in an attempt to reach a relevant prescribing decision (Bradley et al., 2007). By concluding that patient’s wound is simple and lacks any signs of severity, the student concluded that the selection of a primary dressing and Allevyn Gentle Border as a secondary dressing is justified because it is evidence-based (Junqueira and Carneiro, 2005). Patient expectations for a fast recovery of the wound have been thoroughly considered by the nurse while making that particular decision for administering specific types of dressings. It is important to note that the decision of the nurse to prescribe a primary dressing and Allevyn Gentle Border as a second dressing is reasonable considering the wound’s condition which has been determined after professional assessment and careful physical examination (Guarnera et al., 2007). The primary dressing that was prescribed for patient has been indicated as a paraffin gauze dressing. It has important features, such as soft paraffin base, comprehensive size range, and sterile leno weave presentation. The major benefit of the prescribed primary dressing is that it can soothe and protect the wound as well as open up the passage of viscous exudates, which can take place into the prescribed secondary dressing (Chaby et al., 2007). The fact that the prescribed primary dressing is not medicated shows that it can be ideally used with a topical antiseptic of choice. It can be indicated that the mnemonic EASE has been applied in the decision making process of the prescribing event. The product has been identified as rather effective, as all products from the Allevyn Gentle Border range have been especially designed for individuals with fragile and extremely sensitive skin (Chaby et al., 2007). This type of dressing has a soft silicone gel adhesive, which makes it a convenient option for patient’s condition considering the capacity of the dressing to minimise trauma to the wound when the dressing should be changed. Moreover, this contributes to avoiding patient pain and ensuring adequate care (Guarnera et al., 2007). The effectiveness of the prescribed dressing is evident at its triple-action technology, which contributes to maintaining optimal balance in fluid while the wound is being healed. The choice of Allevyn Gentle Border as a secondary dressing is an appropriate decision made by the district nurse because the dressing provides optimal comfort to patient and it is easy to be applied and removed. The product is suitable for this patient, as no allergies have been reported during the initial assessment conducted by the student (Chaby et al., 2007). In addition, the use of the prescribed secondary dressing is completely safe, as patient can even take shower without any problem given that the dressing is shower-proof. The prescription is cost-effective, as a box of 10 Allevyn Gentle Border dressings (7.5 cm x 7.5 cm size) costs approximately  £22.44, and a box of the same type of dressings (10 cm x 10 cm size) is approximately  £29.99 (Hurd et al., 2009). In a research by Hurd et al. (2009), the focus has been on presenting sufficient evidence of the effectiveness of Allevyn Gentle Border. The authors of the research based their evaluation on a multi-centre clinical assessment, which was conducted in 2008. One of the most important conclusions provided by researchers was that this type of dressing was suitable for the specific wound type treated in almost 95% of patients who participated in the study (Chaby et al., 2007). It has been emphasised that patients’ wounds had healed prior to the end of the specified study period. There was substantial evidence indicating a reduction in wound area and depth upon presenting the final assessment of patients. Moreover, there was significant evidence of a reduction in the precise level of exudates in the wound, which applied to the period between baseline and final assessment (Hurd et al., 2009). There was also a visible reduction in the median percentage of devitalised tissue upon conclu ding the final assessment of patients. In order to assess the appropriateness of the prescribed dressing, the student district nurse demonstrated the initial consideration that the process of prescribing wound products cannot occur generically. The nurse has determined that this type of dressing is appropriate to patient’s condition. As presented in research, Allevyn Gentle Border dressing is found to maintain moisture, implying the inability of sticking to the wound (Chaby et al., 2007). The prescribed dressing belongs to the group of hydrocolloids. The qualities of hydrocolloid dressings have been considered by the student in providing an optimal healing environment, insulation and autolytic debridement. In terms of outlining the advantages of this type of dressing, it is essential to note that hydrocolloid dressings are impermeable to bacteria and other contaminants (Guarnera et al., 2007). The most important advantage is that they do not adhere to the wound but to the intact skin near the wound. However, a sign ificant consideration should be given to the fact that hydrocolloid dressings are not recommended for wounds with extremely heavy exudates, or in the presence of infection. The frequency of dressing changes depends on the severity of patient’s wound (Hurd et al., 2009). Yet, it is important to note that the primary dressing should be changed on a daily basis, while the secondary Allevyn Gentle Border dressing should be changed every 3 days (King, 2003). There have not been considerable side effects associated with the use of the prescribed secondary dressing except slight nausea in rare cases. In the process of negotiating a contract, it is essential to note the aspects of concordance and adherence. The student demonstrated a high level of negotiated concordance in the sense that sufficient information was provided to client including possible side effects, the costs of dressing and the impact on lifestyle. In an attempt to promote greater adherence of client to the prescribed treatment, the student district nurse clearly informed client about the two types of dressings that were prescribed, as well as how to use them and their benefits (Bradley et al., 2007). It has been suggested to both client and her husband to record the time of dressing changes, which served as an additional motivating factor to client to monitor the condition of her wound. The nurse demonstrated her competence in conducting effective communication with client considering that she is from the elderly population, which implies a focus on making the prescribed treatment simple (Hurd et al., 2009). Ther efore, the contract between the nurse and client was considered effective in terms of concordance and adherence. Implications for Future Practice This event is quite important for my future practice and learning because it has provided me with a relevant opportunity to apply all essential steps of a prescribing event in practice. Such a practical experience in prescribing has made me more self-confident in the procedures required to indicate a properly conducted prescribing event in the future (Bradley et al., 2007). I would follow the same model of prescribing for any future similar situation, as I find it effective and reliable in bringing an optimal treatment option to client. I have extensively focused on client’s holistic needs, as this is considered fundamental in delivering adequate care and make an informed decision regarding client’s complaint (King, 2003). I am prepared to expand my prescribing experience in the future by actively participating in similar events and acting in accordance with strict nursing and prescribing principles outlined in the field. Reflection The prescribing event provided an opportunity to learn more about the stages of prescribing and making the best possible decision in a similar situation as the one faced by client. However, I am aware that such a decision may differ upon considering the details of another case, with different aspects of complaints. This means that I should be adequately prepared to encounter different prescribing scenarios (Hurd et al., 2009). I have not experience any major problems during this experience. Yet, I have learned a lot about wound care in relation to this incident. The treatment of this condition may be challenging under particular circumstances especially among the elderly population (King, 2003). Self-monitoring and management of wound may be inappropriately done and thus such individuals may need the assistance of a family member or nurse in order to adhere to the schedule outlined in the prescribing event. Conclusion This report provided significant information about a prescribing event in which a student district nurse participated, accompanied by her practice teacher. The prescribing event was based on an incident with a 70-year-old female, who was identified as bed bound due to superficial wound to left sheen. The nurse critically analysed the situation and demonstrated a prescribing decision that a primary dressing should be used as well as Allevyn Gentle Border as a secondary dressing (Hurd et al., 2009). The prescribing decision was adequately justified given that the nurse provided solid evidence of the benefits of using this type of dressing. However, the only limitation considered in this event is that the nurse may not have invested sufficient time to explore the case in detail (Chaby et al., 2007). Despite this limitation, the student expressed an opinion of increased self-confidence that could help her in similar prescribing situations in the future. English Literature Coursework Essay Compare and contrast at least two short stories by Edgar Allen Poe, paying particular attention to setting, atmosphere, characterisation, theme and language. Throughout this essay I will be comparing and contrasting Edgar Allen Poes The Black Cat and The Cask of Amontillado. Edgar Allen Poe had a particular preference to what though was good writing he believed that a story should build suspense and tension and all techniques should be used to build this tension for a big finish, his unity of effects. Many of Poes stories are very gothic and sinister, this can be seen to have been influenced by the long chain of very traumatic events in his life such as losing both parents, losing his wife, alcoholism and hallucinations. He should never be called crazy himself but his stories often involve crazy narrators and characters. I will firstly start of with the setting in The Cask of Amontillado, this is a story set in old Italy in which our main character Montressor has been gravely insulted by Fortunato and to find his revenge he buries him alive deep underneath his mansion. The setting in the Cask is sinister and also ironic. Its set in a mansion during the carnival, the mansion itself is very gothic and creepy which gives us the gothic element, but the fact that its set during carnival is very ironic as carnival is supposed to be a time of joy and gaiety not a time for evil murders such as this. The reason this murder actually takes place is also due to the carnival, as during it a lot of social boundaries are dropped and laws are less firmly enforced which gives him this chance to get away with murder. The deed itself is set deep in Montressors cellar, his catacombs, which provides is with a very gothic atmosphere. The deeper they descend into the cellar can also been seen as irony for descending into hell which gives us another layer to the setting of this tale. The Black Cat is a story set all at home in which a very strange series of events take place and the narrator who was once a very fond animal lover becomes their enemy and ends up killing one cat and attempting to kill his second but instead kills his wife, who he walls up in his cellar and accidently walls up the cat alive with her. During this time we witness his slow decent into utter madness. The setting as I said is all at the narrator home, this is ironic as the home is where we are supposed to feel most secure and most safe but it this tale its where these crazy and rather disturbing events take place, this affects the reader in a way which makes them think that the home is maybe not so secure as they once thought and challenges their views of safety and security. The safety of home is a total contrast to the sinister events that take place. This is similar to the Cask as all deaths in both stories take place in the narrators home, but is contrasted as in the Cask he was more in control of where the death could have taken place as he was more sane, but it in The Black Cat he is less in control and the death of his wife was more spur of the moment. The murder in the cask was very much thought out and everything was planned to the last detail but in the black cat he is often drunk or not in a safe state of mind when the murders are committed. I will now compare and contrast the atmosphere in both stories. In the Cask Poe creates a gothic atmosphere by describing the scenery very vivid and in a hugely gothic detail. Such as upon the damp ground of the catacombs of the montressors which gives up a vivid image of a huge damp cellar lined with cob-webs and rats. Also the madness of the carnival is ironic for the madness of the deeds thats going to take place. In the black cat the gothic atmosphere is created by the huge range of gothic literature and very dramatic writing. During the story there are series of very perverse doings such as the pair of deaths one being a cat and the other his wife. There are also lots of hints towards to supernatural elements starting off with the connection between black cats and witches by the narrators wife, which we can assume played on his mind throughout the story and may have lead to part of his downfall. Both stories have a huge intensity and a great build up of tension. Both stories create terror and a gothic atmosphere. Now I will discuss the largest of all subjects from the two stories, the narrators. The narrator in the Cask is a very proud man and not easily annoyed as Poe says that he say bared most of Forunatos but once he is gravely insulted he believes he has to go to the extremity of murder to gain his revenge and regain his dignity. Id say the character is actually rather reliable as he doesnt seem to be insane, just getting revenge the only way he thinks he can, and he often mentions that what hes doing is just part of human nature and everyone does it just maybe not on this scale. His state of mind is pretty secure, he seems to know exactly what hes doing and just how hes going to do it and everything seems very much planned out to the utter last detail. His only slip would seem to be right at the end when he starts to call out Fortunatos name where it would seem that hes starting to feel regret already for what hes doing. Hes very manipulative as he knows exactly what things to say to make Fortunato come with him, such as mentioning Luchresi as he knows that Fortunato would be in competition with him and would be jealous to see him take it to Luchresi instead of him, he basically uses him as a lure, even though that is all we hear about Luchresi its enough to sway Fortunato into the montressors deep vaults. Now for the narrator in the black cat, at the beginning of the story he is made out to be a very respectful and animal loving character. In the case of this particular character I can easily say that he is unreliable as he is clearly insane. Unlike the narrator in the cask, during his mental disintegration he starts to hallucinate. Such as the enormous, flat cat he imagines in house after the death of his first cat, and secondly the gallows appearing in the tuft of white hair on the second cat. The gallows are used as foreshadowing, maybe his death, or another death in his household or his impending capture. Throughout the story the narrators state of mind deteriates slowly, one reason for this could be his alcoholism that had taken control of him. He calls the alcohol fiend intemperance which he says had altered his for the worse, this shows that the narrator can see whats slowly happening to himself but blames it on the alcohol as he calls it a fiend. This adds another layer to the alcohol and leads up to believe that the narrators state of mind is not totally secure. So unlike the narrator in the cask we feel that he is rather out of control of his actions and his state of mind. The third subject comparison I will make is in the language of the two stories. In the cask Poe uses a huge array of linguistic devices. There is extensive vocabulary throughout the prose which gives it depth and great vivid detail such as deep dark crypt; this has two descriptive adjectives and alliteration in a tiny space. This gives the tale imagery of this evil crypt and mysterious vaults. He also uses several instances of repetition to describe and give the story yet another layer or depth and emphasis in particular important events in the prose; a succession of loud and shrill screams. He also has a wide range of sentence structure, simple, compound and complex. The complex sentences in this prose build tension and then a compound or simple on for impact. All of these techniques create and build tension and intensity. There is also irony, for example the use of appearance versus reality where the narrator presents himself as one way when infact in reality it is clearly obvious they are not. Foreshadowing is also used, this is when a particular event is mentioned or hinted at will become later in the story. Such as when Fortunato is suffering from a cough and upon entering the vaults has a sudden coughing fit after which montressor requests that they leave but fortunate insists that; the coughs a mere nothing; it will not kill me. I shall not die of a cough. This is seen as foreshadowing his future, true he will not die of a cough, but he will die in these vaults. In the black cat Poe uses irony in his very first paragraph, mere household events when we know that they are clearly far from mere household events. Poe also uses personification; the most rhetorical is when he personifies the alcohol to give it another layer and it would also give someone to blame his irrational behaviour on. The use of irony is noticeable when the narrator reveals that his first cats name was Pluto, who, in Greek mythology, is the lord of the underworld. This could also tap into the supernatural element of the tale which could be the reason for the narrators physiological downfall. Poe uses the technique of rhetorical questions to probe at the reader and leave an unanswered question in the readers head. Such as; who has not, a hundred times, found himself committing a vile or a silly action, for no other reason that because he knows he should not?. This particular rhetorical question is basically talking about this perverse side in everyone and about basic human nature, which is something that we can all relate to as readers and could also, be the narrator trying to justify his actions as part of everyday human nature. Poes vocabulary is very vicious, emotive and demonic, such as demons, exhault, damned and agony. These emotive words play on the emotions and are much better than just normal descriptive words. Once again, like the Cask, intensity is created and built throughout the story, and both have foreshadowing, symbolism and good diction. An example of foreshadowing in the black cat could be the narrators hallucination of the gallows appearing in his second cats fur, this could be foreshadowing a death that he could be related to including himself. The last category I will be comparing and contrasting is themes in the tale. In the cask Poe explores several themes, such as the dropping of moral boundaries at the time of carnivals and their consequences, such as crime. Poe is just using this extremity to show this. Revenge is also another theme explored in this tale and once again this is an extremity to show that. It is also to explore the narrators state of mind and to entertain the reader. In the black cat Poe explores the idea that everyone has a perverse side and uses this extremity to show that. Factors in NHS Clinical and Corporate Governance Introduction This paper presents a critical insight on the key aspects associated with the deployment of clinical and corporate governance on an organization wide basis. The key managerial elements associated with the management or change, organization wide practices and implementation of policy guidance is presented to the reader. 1.  Organization Wide awareness and governance Lee (1999)[1] argues that the â€Å"Clinical governance has been defined as ‘Corporate accountability for clinical performance†. This makes it clear that the accountability of a given NHS trust can be accomplished only through an organization wide approach to the quality management process in order to ensure that the organization is not only accountable to the process of achieving quality of service in healthcare services but also in the delivery of the processes from a managerial perspective. The implementation of the framework like Total Quality Management is deemed applicable as the TQM approach is primarily aimed to nurture the awareness of quality at all levels of an organization thus leveraging commitment and operational excellence among the staff members as argued by Onion (2000)[2]. The implementation of the TQM would also require the need to review and address the key operational and strategic elements of the overall NHS management process in the given organizat ion in order to effectively implement the quality assurance strategy devised (Onion, 2000). The following sections provide a overview on the key tasks associated with the implementation of the organization wide quality assurance and management process at the NHS trust where the clinical incident due to the mismanagement and inefficient policy control. 2. Quality Assurance The quality of service in the health services environment is a critical aspect associated with the management of the NHS hospitals and primary health care units attached to the each hospital (Savage, 2000[3]). This is not only due to the need for ensuring that the patients are diagnosed successfully and critical illness or transition to critical condition avoided through prompt treatment but also due to the need for effectively managing the process of allocating the resources to the necessary locations and training the medical staff in the use of the equipments alongside communication of changes to policies and procedures. This process of clinical governance is one of the critical elements to ensure that the funds spent on the healthcare services at NHS and other primary healthcare units are realised through providing prompt and valuable services to the patients as argued by Trubek et al (2008)[4]. The implementation of the quality assurance process at the primary health care clinic and the NHS hospital to which it is attached, it is necessary to review the existing policies and procedures of the entire NHS trust that manages the portfolio of hospitals and primary health care centres along with the two that were concerned with the incident. This is necessary in order to ensure consistency in the policies and procedures which can be accomplished through implementing a common procedure to replace those that are locally managed at the healthcare centres or hospitals. This is critical for the effectiveness in the quality assurance process because of the fact that the consistency in the service rendered is the first step to achieving quality of service as the healthcare staff across the organization at a given role will be aware of the tasks and the sequence in which they must be conducted in order to provide medical care to a patient. The process of quality assurance in an organization is mainly concerned with the policies and procedures that are implemented and th e extent to which they are adhered in order to deliver the effective service quality to the customers as argued by reference4. Hence it is necessary to ensure that there is consistency in the policies and procedures followed in order to successfully implement the quality assurance process at the NHS. In the light of the clinical incident, it is clear that the lack of policies and procedures for resuscitation of the patients along with the lack of awareness among the emergency response team on the operational procedures associated with the use of the recovery equipments justifies that the review of existing policies and enforcement of organization-wide policies and procedures for both emergency medical care and the day-to-day operations to achieve quality assurance. 3. Audit Control and Change Management The process of quality assurance can be achieve successfully only when the revision of the existing procedures and policies are in place (i.e.) the changes required at each hospital and attached health care units are achieved and practised effectively. This naturally leads to the need or change control and management of change in order to ensure that changes in the infrastructure, policies or procedure related changes specific to a given care unit or hospital is not only implemented but also managed as part of the NHS trust. This is necessary because of the fact that any emergency response team that is dispatched to the specific unit can be aware of the changes before hand and the relevant personnel with the necessary expertise arrive at the scene. This is evident in the case of the clinical incident where the emergency medical staff that arrived at the primary health care centre was not only aware of the procedures at the primary care unit but also lacked knowledge in operating the equipments at the facility. This process of change management and the audit control when managed in tandem centrally by the NHS trust, can help provide the relevant information that is up-to-date on the paramedic or emergency staff’s handheld devices thus helping the staff overcome the element of surprise due to malfunctioning or outmoded equipments etc., The audit control process in the clinical environment as argued by Onion (2000) is deemed to become effective when the changes to the policies and procedures are incorporated as changes to the then implemented procedures and policies along with upgrades to any equipment at a given healthcare unit will be logged and monitored across the board. This process will also help in devising the training plan for the medical staff. As the emergency medical staff that arrived at the primary healthcare unit was unable to operate the equipments available at the facility because of the lack of knowledge, this makes it clear that the training is a critical part of the change management process. The audit control when enforced alongside the change management process will help achieve the desired result of training the appropriate medical staff and emergency response staff members to deliver the desired health care service at the hospitals and the primary healthcare units that are attached to the hos pital. The major barriers to the change management is the funding and the availability of resources as the implementation of a quality assurance process with consistency in the equipments being used across the hospitals and attached healthcare units will require commitment of resources and funds to procurement of the infrastructure as well as training of the staff as argued by Onion (2000). It is also critical to appreciate the fact that not only the change control, but also the need to realise sustainable return on the investment in specific piece of hardware at a given healthcare unit naturally requires the need to ensure that the change process to achieve quality assurance does not affect the existing investments at the facilities managed b the NHS trust. This makes it clear that the effective delivery of the services at the NHS must be accomplished through introducing the change management process as part of the infrastructure upgrades being conducted but ensure that the policies and pr ocedures for the emergency response and day-to-day medical operations are implemented. As the change management and audit control are expected to govern the managerial elements of the operational and strategic business of the NHS, the aforementioned must be managed effectively. This process itself will help provide the relevant information to the emergency staff in order to effectively respond to a given medical emergency. The aforementioned also includes the process and procedure associated with the dispatch of the emergency medical staff as the failure of the dispatch team to send the staff to the correct location in the first instance resulted in delays to the medical care given to the patient at the primary healthcare unit. The setting of the policies and their implementation can be achieved successfully once they are reviewed and the senior management along with the operational staff are in agreement with the policies/procedures prior to their implementation. This is necessary because of the need to ensure that the staff members are aware of their duties in the light of the new policy thus avoiding potential errors associated with the dispatch of emergency medical staff to the wrong location, lack of training to the staff member at any given facility as well as sending emergency response medical personnel who do not have the relevant training in operating the equipments at the given facility. This makes it clear that the implementation of an organization wide policy would leave the paramedic to be concerned with the equipments at the facility alone. This is because the former when standardised will be the same across the facilities at the given NHS trust thus overcoming the barrier of lack of informati on or misinformation. 4. Clinical Failures and Lessons Learned The case of clinical governance at Greater Manchester NHS Trust (Clinical Governance Support Team[5]) is a classical example for this case where the clinical governance implementation changed the attitude of the staff towards incident reporting and clinical failures. The positive approach to handling the critical incidents through avoiding disciplinary on the staff involved and encouraging the process of taking collective responsibility to the case justifies that the clinical governance is a major element that attributes to the effective use of the lessons learned process and knowledge transfer across the organization in the NHS trusts of the UK. The change in the attitude of the staff towards reporting incidents with the outlook of realizing benefits to the organization through the information gathered in the critical incident in order to help address policy related issues and fill the gaps in the expertise and training required at the Greater Manchester NHS Trust further justifies that personnel management at the NHS trust is the major element that must be addressed as part of the policy and procedure review to implement quality assurance and TQM within a given NHS trust. In case of the primary healthcare unit incident, it is clear that the implementation of the aforementioned would not only encourage the staff to learn from the incident but also avoid potential incidents in future through drafting the best practices that can be implemented organization wide to achieve clinical governance. 5. Conclusion From the research presented above, it is clear that the review of the existing policies and procedures must be conducted at the NHS trust on a organization wide basis in order to revise and implemented the policies along with audit control change management to ensure best practices are devised and adhered to effectively. Fraternization To many people's opinion of gestures of affection are morally correct and should be displayed anywhere one wants. Today's society has made any form of publicly displaying affection out to be the unpardonable sin. But why? Why should we have to hide the fact that we like someone from our piers? If you choose to, that is one thing, but being force to hide the fact that you like someone is, I think, an injustice to our right to the pursuit of happiness. I don't think that on the final of creation, when God made Eve for Adam, God said, "Now Adam don't touch." I just can't picture a God of love, which is love, saying that. I think that God may have even encouraged it a little, if He needed to. Publicly displaying affection is good for the person receiving the affection because they then know that there is someone in this world of six billion people that cares for them personally. Today's teachers have been told not to even touch a student because the school might get sued for sexual harassment. And, because of that we, the students enrolled in the school, can't show our affection to each other. I mean just think about it, if a student is going to harass someone they are going to do it, but if they are just showing affection their is no reason for alarm. I mean if you think about it, we wouldn't touch each other if we didn't want to. So, all public displays of affection at school would be consentual, therefore it's not sexual harassment. Not only is it good for the person receiving the PDA, but the person giving it is showing the emotions and stresses of the day in the way of affection. It takes your mind off of the troubles of the day by giving u a moment when your heart no longer beats irregularly, but because of that simple, calm, morally correct act of showing affection for someone else you are now filled with an inner peace. Not a peace where you can't do anything, but a peace were nothing in the world can bother you. Except when a person of supposed "higher authority" comes and says that in a way, a small way, holding hands in the so-called place of learning is incorrect. Today's society has altered the thinking of people. Because of the numerous sex offenders in the world, we can't show are affection without someone thinking how much money the person receiving the affection is going to sue for. Hand holding has been made out to be sex.

Newer technological advances, such as the radio and telephone, led to even faster communications as word of mouth could be spread across countries and even continents. The invention of the television and satellites connected the world by delivering live footage and the spread of instantaneous news all over the world. Now, with the invention of the internet and high-tech mobile devices, information is literally available with a few key strokes or just a mouse click away. New apps, blogs, and vlogs have made the access to media fast and easy. This has evolved in... ...ources we have today are almost endless. The idea of climate change has gone from a few magazine articles, to brief mentions on television networks, to front page news, to web articles, to detailed documentaries, and blogs and websites and other social media dedicated to climate change. The impact media can have on topics such as climate change is enormous. Public awareness relies on the media. The Egyptian constitution adopts elections as the method for appointing members of local popular councils. onstitution states that â€Å"local popular council are formed progressively on the level of admin. Units by means of direct suffrage. 4 That the councils are elected through direct and secret votes and the mandate is for 4 years. 5 The last revisions to the constitution in 2005 and 2007 aimed to give interest to the local elections as it gave the local elected officials the right to sponsor and support independent candidates during presidential 1 elections. Relation between central and local authority Local councils are subject to many checks carried o ut by central authorities, which have the last word in terms of managing local affairs. Local councils also comes under jurisdictional control and the people’s 1 assembly on the other hand, the governor has considerable trusteeship and powers of control over local councils within the governorate popular council has control over the lower councils, according to the hierarchy established between local authorities .Control of Executive power Art. 139 of the law gives the power to the prime minister to declare the dissolution of local councils although the Egyptian legislating has established the principal for electing the local councils it didn’t exclude nominating particular members by the governor. Parliamentary power (The Elected Councils) Parliament adopts laws setting out the allocations of local authorities.It also has control over councils and local authorities according to the following terms: 1 – Members of the People’s Assembly have the right to at tend popular council meetings, to participate in debates, ask questions, offer suggestions and request information without taking part in the voting process. 2 – The minister in charge of local administration is required to present an annual report to the President of the People’s Assembly on the activities and accomplishments of the local popular councils as part of the development plan and the budget of each governorate. – The People’s Assembly must be informed of all decisions concerning the dissolution of a local popular council within two weeks of the decision to allow the Assembly to verify that the aforementioned decision conforms to the law. The country adopt the needs of the local units from technical, managerial and financing support, and grunting the fair distribution of the utilities and services and resources, and decrease the development gap and rate between the units, As regulated by law. ? Taxes and the local fees (original and additional fees) going und er the financial resources of the units, and follow the same rules, regulation and the same procedures of the country’s money. The law organizes the contribution and cooperation between the local units and each other in the mutual benefit projects, and the means of cooperation between them and the different country’s authorities. ? Art (187) The law organizes the way of choosing the governors and the local governmental units presidents and specifies their powers and responsibilities. Art (188). †¢ Each Local Governmental Unit (LGU) elects a popular council through a direct and the secret ballot for 4 years. †¢ The candidates required to be older than twenty-one years. †¢ The council includes representative from the Executive authority and they don’t h ave an accountable voice. †¢ Each council elects its president and the procurator from the council’s members. †¢ And the law organizes the other nomination conditions and the election procedures. Art (189) Each LGU is responsible for the unit it represent, and implement and run the local utilities and the economic, social and health sectors , as regulated by law. ? Art (190) Decisions of the LGUs consider as definitive decisions, and it’s not allowed for the executive authority to interfere or to change except some cases: †¢ The council exceeded its responsibilities. †¢ The decisions made are Detrimental for the public interest. †¢ In case of disagreeing and controversy on the responsibilities of the LGUs, the country council’s Assembly is responsible to decisive and to clarify the LGUs responsibilities.As regulated by law. ? The General Organization for Physical Planning (GOPP) 9 The General Organization for Physical Planning is the responsible authority in the country for putting the general policies and visions for a sustainable urban development and preparing development plans and programs on all the levels (national, regional, locally), and responsible for revising and approving the urban plans on the local level according to the frame of the national and regional goals and policies. In 2004 GOPP decide d to breakdown the Egyptian planning regions into 7 regions according to the existing economical regions, each region consists of more than 2 governorates, and they were distributed according to the main function of each governorate.That initiative purposed to decentralize the planning process and to distribute the work load on the new centers, As each center supposed to be more interfered in the region problems by coordinating with the local governorate directorate units (one in each governorate) and prepare a primary development plan for each city and village in the region with the coordination and cooperation of the local planning units and assemblies. So those centers are the GOPP’s arms, the link between the GOPP and the very local planning units.But still those centers don’t have the power to approve a development plan or a program, GOPP has the upper hand to approve or refuse any development plan. The local authorities with the contribution of the planning entity, directed by the recommendations of the local public council puts the goals to achieve social and economical development. The Number of the economic regions and their capitals The presidential decree No 495 for the year 1977 established eight economic regions and identified a capital for each region. These regions were: 1) Cairo Region: Cairo is the capital. The region shall comprise Cairo and Giza governorates. 2) Alexandria Region: Alexandria is the capital. The region shall comprise Alexandria and Behira governorates as well as the Nobareyya area. 3) Delta Region: Tanta is the capital.
